What is the dress made of? If it is made of polyester, or if it is not washable, then nobody anywhere can dye it for you.
If the dress is washable and is made of a dyeable fiber such as silk or rayon, then you can mail it to a company such as Spectrum Custom Fabric Dyeing to have them dye it for you.
